Because that would have to be a totally different car. The Cruze is made to about the lowest standard possible in suspension and chassis. If they were to add a significant amount of power, they would have to change so much of the vehicle it wouldn't be a Cruze anymore. The most they could do is add a little power, make it a little more sporty, and call it an SS... which would then be mocked by all the Chevy fans as not really an SS (even though that's what most SS versions are in their lines).

I think they did a pretty good job with the Cobalt SS which was built as you say. Instead of the SS we got the ECO Cruze.

The Cobalt was built a little better out of the box than the Cruze at least for handling the extra oomph. The Cruze was more specifically focused towards being extremely low cost high mileage by Suzuki. The Cobalt had a semi-independent rear end using a torsion system if I remember and the Cruze uses a solid torsion beam rear axle. The chassis is obviously a difference as well as integrated rigidity, but none of that would stop them from doing something.

They sell the Cruze with 2.0 engines, so it wouldn't be a stretch to incorporate a turbo system and make a hotter version and call it the SS. Of course traction would be dreadful without some major suspension and supporting upgrades, but it's not like it would be a race car or try to compete with something like a Mustang. It would just be a hot version of the current car.

Some people seem to think the SS trims should be a whole level improvement like going from a base vett to a Z06. It's never been that way in the past except in a few rare cases, but they still expect it.

Personally I don't really see the purpose in hopping up a FWD economy car too much. If I wanted more performance, I would want it to be something more purpose built.
